咨询部是烟台市工程咨询院最早对外开展业务的部室，具有国家计划委员会批准的国家乙级工程咨询资质，主要承担：为国家、行业、地区、城镇及工业区的经济发展提供规划政策咨询或专题咨询；为国内外各类工程项目提供全过程或分阶段的咨询；为现有企业的技术改造和管理提供咨询；为国内外客户投资提供市场调查、概预算审查和资产评估等服务；接受专门委托，承担地方基本建设项目和限额以上技术改造项目的论证、评估审查；为各类项目编制项目建议书、可研报告、评估报告、招标报告等。
    十几年来，受政府和投资者委托，先后为九发股份、只楚集团、民和牧业、登海种业等上市公司或拟上市公司编制项目建议书可行性研究报告400多项，累计投资额达143亿多元，争取国家专项资金和上市募集资金20多亿元，取得了良好的经济效益和社会效益。

    As the earliest in foreign business developing,the consulting department has the state engineering consulting qualification B level authorized by the State Planning Commission,mainly in charge of:providing layout policy or specific subject consultation for the economic development of countries,industries,cities and towns and industrial regions;the whole course or staged consultation for various engineering projects from home and abroad;consultation for the technical reform and management of current enterprises;market investigation,budget estimate examination and assets evaluation,etc.for customersi investment from home and abroad;accepting special entrustment,undertaking discussion and evaluation examination of local basic construction and above quota technical reform projects;compiling letters of project suggestion,research,evaluation and
bidding reports,etc.for various projects.
     During several years,entrusted by the governments and investors,it has compiled more than 400 letters of project proposal and feasible study for the listing and intending listing companies,such as Jiufa Shareholding,Zhichu Group,Minhe Stock Raising,Denghai Seeding Industry,etc.with the accumulated investment amount over 14.3 billion yuan and achieving the state special and listing collected funds of over 2 billion yuan and good economic and social benefit.
